法学博士，博士生导师。中国法学会网络与信息法学研究会理事，公安部网络安全法律咨询委员会委员，工信部信息通信科学技术委员会专家委员、中国信息安全法律委员会专家委员，曾参与我国多项人工智能和算法、数据和平台治理相关法律法规的立法咨询工作，在2024 年担任《人工智能法（学者建议稿）》起草专家组牵头专家。

Ph.D., Professor, she is also a member of the Cyber and Information Law Society of China Law Society, as well as a member of the Cybersecurity Legal Advisory Committee of the Ministry of Public Security. Furthermore, she holds positions as an expert member on both the Information and Communication Science and Technology Committee and the China Information Security Law Committee under the Ministry of Industry and Information Technology. Dr. Zhang has actively contributed to legislative consultation work for numerous laws and regulations pertaining to AI, algorithms, data and platform governance in China. Notably in 2024, she led a team of experts in drafting the Scholar Proposed Draft for China Artificial Intelligence Law.
